The North Side/North Shore Planning Committee has successfully brought
together major stakeholders to facilitate discussion with community generated from North Shore
development projects. The neighborhoods of East Allegheny, Central Northside, Allegheny West,
and Manchester are represented on the Committee by residents and businesses who meet regularly
with The Department of City Planning, The Urban Redevelopment Authority, The Sports and Exhibition
Authority, Port Authority and North Shore Developers.
The Northside Neighborhood Impact Study, Mitigation & Improvement Strategies for Pittsburgh’s Near Northside Neighborhoods, prepared for the City of Pittsburgh Department of City Planning (7.21.00) by Mary Means & Associates, Inc., provides the basis for committee meetings. As development continues on the North Shore, the Committee addresses recommended strategies from the Study that include: Parking & Traffic Management Plans, Encouragement of Public Transit Use, Underpass Improvement, and Continued Enforcement of Public Safety Regulations.
The North Side/North Shore Planning Committee continues to address the following during 2003:
Underpass Improvements
The Sports and Exhibition Authority has completed Federal
Street underpass improvements. The Urban Redevelopment Authority, with secured local and federal funding,
is preparing for work on the Anderson and Sandusky Street Underpasses to begin early 2004.
North Shore Connector
The Port Authority continues with the design phase of the light rail
transit project that will arrive on the North Shore from downtown via a tunnel under the Allegheny River.
There will be two stations serving the North Shore and North Side communities located at Reedsdale Street &
Tony Dorsett Drive and at Reedsdale Street & Allegheny Avenue. Should all necessary federal, state, and
local funding be secured, construction of the North Shore Connector could begin in 2004.
North Shore Intermodal Transportation Center
This
multi-modal garage situated west of Heinz Field will provide parking for downtown and the North Shore and
convenient access to numerous Port Authority bus routes and the T via the North Shore Connector.
North Shore Development
The Committee has reviewed
designs and plans for an amphitheater with the Steelers and an office building for the North Shore with
Continental Real Estate. Concerns raised include noise, parking, traffic, and pedestrian friendly spaces.
Continued attention to the practical measures to limit negative impacts and maximize
positive linkages between the neighborhoods and North Shore development is the primary concern of the North
