The neighborhoods of Brightwood, Charles Street, East Allegheny, Fineview, and
Observatory Hill are creating new visions for their communities. Each neighborhood has completed a
community process to determine the following:
What will each neighborhood look like in the next five years?
At what location in the neighborhood would new and rehabilitated housing be most effective?
How will each community position their neighbood in the real estate market?
What is the market potential for new or expanded commercial uses?
What design criteria and development guidelines are necessary to guide investment?
What resources are required to reach their goals?
Completed Comprehensive Neighborhood Development Plans are tools for the future of
the Communities. The neighborhoods of Brighton Heights, Central Northside, Perry Hilltop, Spring Hill,
and Troy Hill will begin the community process for neighborhood plans in 2003.
